Acknowledged Washington state lawmakers take action that would end the sale of fuel cars starting in 2030, as the Clean Cars 2030 initiative was passed as an amendment to law Project It requires government utilities to prepare for the future of electric cars.
The bill now awaits Governor Jay Inslee’s signature.
That date is five years earlier than the planned fuel car ban in California and Massachusetts, and the first fuel car ban was passed by lawmakers, not by an executive order.
The bill was approved by the Senate in Washington by 25 votes to 23, and 54 votes to 43 votes in the House of Representatives.
The bill bans the sale, purchase, or registration of non-electric vehicles of models 2030 and beyond, and includes cars that were purchased in another state and brought to Washington state.
The Clean Cars 2030 measure is dependent on the state’s approval of a tax on miles of cars, which help pay for the state’s new transportation infrastructure, according to the bill.
Despite the direct name of the initiative, the date 2030 is not a specific mandate in the law. Instead, Clean Cars 2030 represents an amendment to E2SHB 1287, a government bill that requires local electric utilities to prepare for more electric cars.
And governments can use the VMT to raise money to pay for roads as an alternative to fuel tax, which electric vehicle drivers do not pay.
The Clean Cars 2030 initiative is a critical step for achieving carbon reduction goals in Washington and could serve as a model and driver for other states to accelerate the shift to electric vehicles.
California Gov. Gavin Newsom signed an order last September banning the sale of new combustion engine cars in the state starting in 2035, which is also part of a raft of policy changes to curb greenhouse gas emissions.
The measure applies to new car sales in the state, and it does not prevent California residents from owning fuel-powered cars.
Massachusetts Governor Charlie Baker unveiled a plan in December to ban new fuel-powered cars by 2035 as part of that state’s 2050 decarbonization roadmap.
